According to the Lechner's Book, "The World of Salt Shakers Second Edition", Page 111:
This is an "Outstanding Rarity", as this Mustard is from "Libbey Maize Art Glass Condiment" Set. It doesn't have the usual Husk Foliage on the Mustard, because the the Base of the Condiment Set has the Green Leaf Foliage. There was the only known Condiment Set, at the time of the book printing, and it belonged to the Lechners. They go on to say, "Many collectors might ignore any shakers (Mustards) that have become separated from the original condiment set. Even if such a type of shaker (Mustard) is purchased there is high probability that the new owner will not realize that he / she has acquired a rate piece of Maize Art Glass."
